
Here is what Washington State Law says about fireworks:
(1) It is legal to sell and purchase consumer fireworks within this state from twelve o'clock noon to eleven o'clock p.m. on the twenty-eighth of June, from nine o'clock a.m. to eleven o'clock p.m. on each day from the twenty-ninth of June through the fourth of July, from nine o'clock a.m. to nine o'clock p.m. on the fifth of July, from twelve o'clock noon to eleven o'clock p.m. on each day from the twenty-seventh of December through the thirty-first of December of each year, and as provided in RCW 70.77.311.
(2) Consumer fireworks may be used or discharged each day between the hours of twelve o'clock noon and eleven o'clock p.m. on the twenty-eighth of June and between the hours of nine o'clock a.m. and eleven o'clock p.m. on the twenty-ninth of June to the third of July, and on July 4th between the hours of nine o'clock a.m. and twelve o'clock midnight, and between the hours of nine o'clock a.m. and eleven o'clock p.m. on July 5th, and from six o'clock p.m. on December 31st until one o'clock a.m. on January 1st of the subsequent year, and as provided in RCW 70.77.311.

In unincorporated Whatcom County consumer fireworks may be discharged on the following dates and times:
June 28th from noon until 11:00 p.m.
June 29th thru July 3 from 9:00 a.m. to 11:00 p.m.
July 4th from 9:00 a.m. to Midnight
July 5th from 9:00 a.m. to 11:00 p.m.
December 31st from 6:00 p.m. to 1:00 a.m. on January 1st.

Fireworks ban in place for 2014 within Bellingham city limits

Public safety officials want to remind Bellingham residents and visitors that all consumer fireworks are prohibited in the City for this year's Independence Day celebrations.
The Bellingham City Council adopted an ordinance to ban consumer fireworks within the City limits. The ordinance becomes effective June 18, 2014. Any person who violates the consumer fireworks ban will be subject to a civil infraction with a fine of up to $1,000.00. The minimum fine will be $250.00. Also, law enforcement and fire officials have the authority to immediately seize fireworks that are located within the City.
In addition, devices that some people call "fireworks" are actually illegal explosive devices that cannot legally be possessed anywhere in the State of Washington. Examples include M-80's or larger, cherry bombs and any improvised device such as a tennis ball bomb. Felony charges can be brought against people found guilty of possessing or discharging illegal explosives.
As in the past, education and enforcement activities are planned this year to make sure residents and visitors are aware of the consumer fireworks ban.
BELLINGHAM JULY 4TH EVENTS
The Bellingham/Whatcom Chamber of Commerce & Industry has partnered with the Port of Bellingham and Haggen Food & Pharmacy to provide the community fireworks display and July 4 celebration.
The festivities kick off at 11 a.m. with free old-fashioned picnic games, from sack races to water balloon tosses. Art-lovers will enjoy the art show at the Squalicum Boathouse from 2pm to 6:30pm. Jazz, bluegrass and dance bands will entertain the crowds with free live music from 2:15 pm until 10 pm on the back patio of the boathouse, thanks to long-time sponsor The Port of Bellingham. Hungry celebrants can refuel at several food stalls, including El Tapatio, El Capitan’s and Alpine Coffee Catering. The celebration culminates at 10:30 pm with the spectacular fireworks display.
While limited parking will be available, celebrants are encouraged to use the free passenger shuttles that will run from 11am through 11pm and pick up passengers at the Port of Bellingham’s Technology Development Center parking lot.
